why does my activity light on pc blink rappid when playing cd/dvd disc.?

when I play any media with any media program, the audio has ripples, but when I rip the files to dard drive, the files are prefect. any ideas. thank you. And, I am able to write files to cd/dvd without problems. Thank you.
