Why does my puppy bark or whine when learning the stay command?

He is learning to stay very nicely but barks or whines everytime I say the command and do the open hand signal.

Since he is learning to stay so well, he is most likely just vocalizing because he is frustrated over not being able to move.

I would say he is probably asking for something, like a treat to say hes done well, been a good boy. Either that or I did know of a dog once that every time people said goodbye he would bark, it could just be his way of vocalising or it could be that you need to teach him something else now as well, maybe hes bored.
