They have to be nominated to begin with, anyone can vote to nominate their favourite actor/actress for a star so its possible that Brad and Leo just haven't received enough nominations.
Also, even after they are nominated, the nomination must be agreed to by the star in question - although it's unlikely, you never know Brad or Leo may have declined the nomination.
