Why dont all DVD's have subtitles?

I know they say 'For Hard of Hearing' unless its a foreign language film. But I wonder how many people always use them. I mean a lot of content important to the film can be lost if you cant understand the accent. I watched a DVD without subtitles and even though I reversed over the dialogue 5 times I couldnt make it out and it could have been important or it could be misunderstood! This is espacially true if you are English but the film has a strong American or Cockney accent for example. Lots of movies have subs now but still too many do not.
 
Well, some movies don't have subtitles usually because it's low budget. There are some good, high budget movies without subtitles, but they are rare. Like say for instance they make a movie with actors that aren't famous and the movie is not released world wide. It doesn't have the best graphics and you won't be able to advertise it. They won't make subtitles for it because not a lot of people are going to watch it. But take a high budget movie like Avatar. It HAS to have subtitles otherwise the producers are gonna lose a lot of money. A lot of deaf people watch famous movies, but very few watch low budget and therefor producers of low budget movies consider it a waste of money and time to add subtitles to a movie. Like the other answerer said, there are websites from which you can download the subtitles, but that wasn't your question.

Being a hearing aids wearer, I do find it annoying when I forget to check, and buy a DVD without subtitles on it.
This means I have to have play (the film) on full audio, and dare not for risk of offending my neighbours.
Very peeving indeed.

Subtitles are usually made for the hearing impaired and the death people.
But some are still made in foreign languages.

It's usually hard to find alot of movies in foreign languages.
Your best bet is to purchase them from online.
