Why I cant access youtube in China?

I am on business in China.I want to send some video i took of my travel to my brother in Perth.However when i trief to upload it to youtube,i couldnt even access the website.Before in China I can use VPN to access it.But now,the apartment i am in.They installed Optical fiber.I have no idea.Since them i cant even use the VPN anymore.
