Why is it the the account lockout didn't take effect when configured from the DC?

It only works if I will set a local policy setting on computers, then configure it from AD. Im new to windows server environment. Does it really work this way? The only policy that loads from windows server is the user configuration, but the local computer policy needs to be setup on the local computer itself and not from the AD.
 
You have done something incorrect, because that is not how it should work.

Perhaps are you logging on as a local user? Because about half of all group policies will only affect Domain users.
