Why is my bluetooth not working in my laptop?

i thought my new laptop didn't have a bluetooth so i didn't use it till now ..i didn't know how to use it so i assumed i would have to download a driver from the laptop website (toshiba) itself .
I downloaded and installed

Realtek semiconductor corp.rtkbtFilter bluetooth version 2.3.8.0
(i did not find any changes after instaling it)
today i just learnd that the laptop comes with a bluetooth and i tried useing it but it keeps searching even though my phone is right next to it

Note.(and my wifi icon will be loading when i search for a device)

check the bluetooth visibility setting of your phone and make sure it is visible or
on your laptop go to bluetooth settings.. and make sure that 'allow bluetooth devices to find this computer', 'allow bluetooth devices to connect to this computer' are checked.
