Why is my serpentine belt squealing on my 1997 Dodge Ram 1500?

It has a 5.9 360 V8 engine in it. And every time it gets damp or wet outside the serpentine belt squeals like no other. Randomly though. Why? Is the belt bad? Does it need some sort of lubrication? What? Any info is helpful. And please don't be disrespectful.
 
It sounds like your belt is just worn out. NEVER lubricate a serp belt. When you do change it, make sure all your pulleys spin freely.
