Why is Verizon Wireless putting data plans on ALL of their phones?

My Motorola Rival is starting to breakdown and I really would like to get a new phone when I am allowed to get an upgrade in August. Although it seems like every new phone MUST and DOES have a data plan?! It seems ridiculous to me that there can't be new phones that aren't "smart phones", or that don't absolutely have to have the 3G network...
