why isn't my older brother protective of me? how can I make him be?

everyone always says how there older brother is protective of them but mine just isn't. he has been my step brother since I was 2 I am now 13 and he is 18 and we are closer than I am with my real brother. he is sometimes but not really and it makes me feel like he doesn't care about me I knowhe does but still. I would rather him be to protective than not at all. like in the summer he works at the camp I go to and he knows the kids I date and the guys I hang out with and how perverted they are but he just doesn't seem to care. I even talk about stuff they do infront of him to see of he will be. like he heard about how I made out with this kid at night in the cabin and how this kid tried to grinds with me at a dance but he didn't care.

so why isnt he protective of me? how can I make him? and older brothers what would you do if you heard that that happened to your little sister?
