I'm sure where they smoke matters a lot. If it's in a car with the windows up it's obvious that they would smell more like smoke than someone who smoked with the windows down.
I can smell it no matter what. A smoker is a smoker and they look stupid smoking too with something hanging out of their mouth with smoke knowing it's killing them. Such stupidity and self-loathing.
