why wont ares connect?

I installed ares regular 2.1..3041 on windows 7 after the install it asked me if i wanted to allow it to connect to the internet and i accidently said no and now it wont connect to download how do i change this??

uninstall.........reinstall

don't know the program but there must be a tools or options or properties tab someplace that will let u change it.
