I'm looking for a 10 speed bike so I can ride and lose weight (with diet) but from playing soccer when I was younger and being less active I have bulky thighs already. So to start I plan on riding to the mall near me (almost 7 miles there and 7 back) five to six days a week at a normal pace, not hyper speed or high resistance, and work on riding further in time. I'm wondering if this is going to make me look bulkier because of muscle or tone me down, because I want to be slim and toned.

I chose the bike because I don't like running and can't stick with it and I love to ride a bike as transportation and I feel I can stick to my regime. Thank you
Before anybody says anything, I know I can't spot reduce so you don't need to remind me, I'm not wondering about where I'll be losing fat.

no as long as you keep a constant, slowish pace you will lose weight from it... If you are doing hill sprints and then resting, this will give you big legs but you will lose endurance. Cardiovascular endurance over 14k will be good for losing fat without gaining to much muscle. Toning your legs rather than bulking them up.
