Will the electric company pay for damaged electronics during outage?

The electric company posted a notice on my door this morning that they were upgrading our meter and that we might experience a power outage. They cut the power off right before I was leaving for work. The lights went out and then flickered back on with a buzzing sound (like a power surge). I didn't think much of it. When I got home from work I noticed my computer was off and when I tried to turn it on the monitor would not work. It looks to me like the power adaptor in the cord is bad, the light is flashing but will not stay on. It is not a replaceable part. The monitor is plugged into a surge protector along with many other things but it seems to be the only thing not working.

I live in an apartment and do not have renters insurance. Will the Electric Company help pay for a replacment monitor?
