Windows XP splash screen & icon colors are all messed up when first booted?

I received an old, used laptop that I've hooked up to my tv pc input. It's running Windows XP, and the display setting is set at 1024x768 24bit. When the laptop boots, the Windows 'splash screen' is garbled, which is no big deal. But now when the desktop loads, the background is fine, but the icon colors are messed up, they have like a rainbow to them. Menus and tabs are also weird colors. One way I can fix this is to go into the display properties, change the resolution to 800x600 which fixes the problem, then change it back to 1024x768, and everything looks fine... until I reboot again. Any suggestions?
