Would a dirty transmission filter cause a transmission to behave sluggishly?

I have a 96 camaro v6 with the automatic 4 that is slow to engage forward or reverse from neutral or park. it isnt super slow, but it takes like 1.2 seconds where it should be like 0.6 seconds. i just bought the car and i dont know how it shifted when it was new, but i also feel like it should upshift a tiny bit faster than it is. other than these things it functinons absolutely perfect, it engages each gear at the right prm and speed, never slips gears, etc... do you think it is the filter? it is not the fluid level itself by the way.
