would it be a good idea to put the majoity of policemen on bikes?

i got talking to an older policeman and he said they miss a lot of crime as they drive by in cars as they can be past a scream or the sound of breaking glass without hearing it in the days before police became reliant on cars a copper could have his hand on an offenders collar before he even realised it, he went on to say they should reduce the number of cars but keep enough for quick response .he also made the point that you cant get to know your local copper if hes flying by in a car.
