suppose you found a cellular phone on a cab; you don't really know who owns it but you have an idea though, the owner didn't bother to communicate with the finder, will you return the phone?will you turn it over to the police?will you turn it over to the mayor? o just keep it under the finder keeper rule?
 
If i found the phone i would look until i found the first contact and i would tell them i found this phone. Then i said would you like me to give it to you to return to your friend? I put my name in my phone so if this ever happened i would be fine.
 
I'd keep it.
Honestly .. unless I knew the person .. then I'd return it.

IF I DONT TAKE IT .. SOMEBODY ELSE WILL.
 
youd keep the fone, if the owner doesnt come to you, then appearintly he doesn't want it
