1989 gmc k2500 with 350 does not inject fuel?

my gmc is loosing the signal from the icm, The injectors are not activating. I have fuel pressure, I have spark, the pick up coil tested out good, i replaced the icm, and the ecm. I replaced both fuel sensors on the fire wall. the ignition coil is working fine. I had a electrical short out under the distributer, and the truck stopped injecting fuel. it would spray intermittently enough to barley start the truck for about ten seconds then would stop spraying fuel completely. I dont know if i needed to program the new ecm or not is that my problem.and i am getting 12 volts the the injectors on one side of them with the key on.

Did your control module in the distributer cap burn out?
NODE/NOID Lights, can't remember which it is, they're like $7 at Autozone. You plug them into your Injector Harness to see if the injector is getting the Pulse Signal to open the injectors. Are you sure the Fuel pump isn't having probs? The fuel pump will prime for a few seconds when the key goes forward to prime the system, but is it staying on? Your Camshaft and/or Crankshaft Sensors (if applicable) should be tested too. They will screw with your truck running if they go bad or intermittantly bad.
