a question relating to a green card and traveling abroad?

my mom has her green card but she wants to go to mexico to get my two cousins ages 3 and 4 (i know) but they don't have their u.s. passports, so we don't know if she can manage to bring them over here since their parents are both illegal and the children are coming just for vacation. can my mother get in trouble? i would greatly appreciate any response (not a dumb one please)
 
1. Your cousins will both need valid passports and visas to travel if these are Mexican passports.

If the parents are away working illegally in the US it is likely that this will be discovered during the visa processing as they usually interview the parents and will ask them to bring evidence of employment in Mexico. If there is even a suspicion that the parents are in the US illegally, the children will not get visas.

2. If they get their visas, your mother will need to carry a letter from both parents giving her permission to bring them over the border.
