Best car or small suv for city driving?

with lots of brake use and stopping and starting? I know this type driving uses lots of fuel but it's how I live. Prefer other than new, maybe 2-3 years old. Fuel efficiency is important.

toyota prius or lexus ct200h are built for in town driving and get around 40 mpg in town
