Bittorrent keeps being blocked by Windows 7?

I've been running Bittorrent in Windows 7 for about a month, then suddenly it just stopped. It has peers and seeders, but won't download from them at all. I know that Windows 7 is blocking the port somehow, so any ideas how to unblock the port?
I've tried changing the inbound and outbound rules, as well as, even turning the firewill completely off and it still keeps blocking the connectivity.
 
You probably need to set up inbound/outbound rules in Windows Firewall. This is where you can open ports for use by certain programs.
