Bluetooth file transfer in android jellybeans?

I can't transfer a 1.5 GB file to my PC from my mobile using android jellybeans. what is the procedure ? I can't use USB tethering either because mobile file system is different from my PC. xp file system. what is the solution?

Go on Bluetooth setting and connect your PC and enjoy otherwise install the driver of your phone into PC and download it and another option is first of all transfer the all data onto your flash or memory card and after then transfer the data without connecting your mobile into PC.
