bluetooth on env 1 broken, easily fixed or irrepairable?

the bluetooth function on my env 1 is broken, i am not sure why, but i bought it off my friend and i dont know what kind of abuse it went through under his care.

AIM does not work either, however, other than that all other parts of the phone are fully functional. The only problem ive had with the phone is that i cannot log into AIM, and that i cannot pair anything up via bluetooth

ive checked to make sure its not the device (bluetooth headset) that is faulty by pairing it up with my sisters phone, and it works on her phone, my phone simply cannot find devices by bluetooth.

does anyone know if this is a problem that can be fixed with a software upgrade or is the bluetooth machine (im not sure how bluetooth works, im assuming theres a part of the phone that emits bluetooth signals, and that might be broken from a drop other physical trauma) that is broken?

if its the bluetooth component of the phone that is broken, can i pay to have it fixed? if so, for how much?
ADDED DETAIL:
if i cant fix the problem easily, is there an attachment that could plug into the 2.5 mm jack?
like a bluetooth emmiter that connected via bluetooth then sent a wired signal to the phone so it would be Phone>attachment in 2.5mm jack>headset?
i guess a better word for the device im describing in detail one is an adapter
im thinking there are probably such devices for non-bluetooth phones, could they be used to adapt bluetooth signals to wired signals for my phone?
