BOOTMGR is missing Press ctrl + alt + delete to restart?

dell inspiron n4030
computer wouldnt start,it kept attempting to fix,
restarted,and again attempting to fix.
kept doing it so decided to restore it..
and i got that^^^
and now im stuck,cant get passed this
any help ??
how do i reinstall
it didnt come with no recovery disc or anything
can i download a recovery disc or something of the internet and use it to reinstall?
@technoi tried ctrl f11,would go to it
also f8 doesnt work
just goes straight to bootmgr is missing
only f2 and f12 work

F2 and F 12 work try getting into the bios and change the boot priority to hdd as the first boot, it also has a hidden recovery partition on it check at the dell website support to access it.

First remove any disks from the CD/DVD drive and try again.

Check that the BIOS is configured correctly...

On start up keep tapping either F1, F2, F10,(Be Aware that some manufacturers use F10 for system recovery!) Esc, or Del, to enter the BIOS set-up. Look for "Drive configuration", "Boot order" or similar and make the CD/DVD drive the first boot device and the hard drive second. Save settings and exit.

If not that, as you don't have a disk to perform a repair...

1. Reboot, and press Ctrl + F11 together, at the Dell logo.
2. The Dell PC Restore by Symantec screen will come up.
3. Select "Restore" or use the Tab key to highlight it and press Enter.
4. if you wish to continue, click "Confirm", or use the Tab key to highlight it and press Enter.
5. When the utility is finished, click "Finish", or use the Tab key to highlight it and press Enter.

Or

1. Reboot, and press F8 at the Dell logo. The Advanced Boot Options menu appears on the screen.
2. Select Repair Your Computer and press Enter.
3. Specify the language, and then click Next.
4. Log on to an administrator account, and then click OK.
5. Click Dell Factory Image Restore, then next.
6. Click Yes.
"Reformat hard drive and restore system software to factory condition"
Click next.
7. When the restore operation is completed, click Finish to restart the computer.

***This will erase all your unsaved data!***
