Can a mechanic spot problems on a car that won't run?

I am considering buying a used 1993 Honda Del Sol from a car dealer. The dealer says the only problem with it is it doesn't have a timing belt yet but they'll sell it for $3200 without it. I dont want to buy one without test driving it but I'm considering offering a low price for it ($1,000 or so) because i cant test drive it. I want to get a mechanic to look at it before i make any decisions. Could a mechanic spot problems in a car if the car isn't running?

Sure. It's a smart thing to do. I would not trust the seller to know or tell about the exact problem. If the car doesn't have a timing belt, depending on the car make/model, the belt might have broken and the engine destroyed, which can happen on some car makes/models. The car might not even be worth $1000 if that is the case.
