Yes you can call the police as you have the right of free speech afforded under the U.S. Constitution. The police also have the right to not do anything were you to call them. Never dial 911 in such an instance as that number is for emergencies only. A parent can have their child removed from the house and placed in juvenile detention for disobedience were the parent to pay the cost of incarcerating their child as the cost isn't a cost that will be paid by the judicial system unless the child is a danger to the community. I have found it easier to withdraw privileges and an allowance and reward good behavior with more privileges and money as a way to produce an incentive for obedience.
Chores aren't the law but they might help you not grow into a selfish little bitch. Your parents can punish you and if you don't accept the punishment they can do things like send you to boarding school or boot camp and if you're too much of a characterless brat they can disown you.
