Can Anyone help me figure out the names of two books?

ok now this first one is going to be really vague because the only thing I can remember is this teen who can run really fast but has some crap tastic sneakers and then one of the other boys in the book his name is mars....I think...off of a mars bar...I've no idea tbh

and this next one is where a young girl and her family and a bunch of other families are pretty much....what's the word...in like a pioneer type situation but the young girl doesn't know but the older people in the town know that it's like some kind of.....experiment or something and then the young girl...she has been told what's been going on and has to leave her home to go into the City.....and yeah that's basically all I can remember

and please excuse my vagueness and ramblingness I am currently sick with the flu or a cold or something but I am extremely curious and it's just going to bug the crap out of me
 
The first one is Maniac Magee by Jerry Spinelli, I totally forgot about that book until you mention mars bar! Wow its been a long time since i read that one, excellent book if i remember right!
