Can i use a dvd shrink program on downloaded movies?

Which one should i use?
i have all the halloween movies downloaded onto my computer can i use a shrink program to put more than one movie onto a dvd. Instead of using 13 different disks........can i do that or does the shrink programs only work with actual dvds copied to computer?
