Can laptops play different regions for dvd?

Like, I want to get this Korean drama, but it its only region 2, 3, 6 (I think) -- and I'm from the US. So I'm wondering if my laptop would be able to play region 3 for the dvd. -- Also, what kind of (brand name) portable dvd player would be able to play region 3? (Free region)
 
Well my laptop can change the region about 5 times (or so it says). However, whenever I change it, it still says 5 times left. So yes I guess a laptop could change it :)
