Can Rogers normal add ons be used with a prepaid account?

i want to get a blackberry, but i do not necessarily want to sign a contract , and i dont really want to switch to wind mobile. i was wondering if anyone knows if this blackberry add on http://www.rogers.com/web/content/add-ons/valuepacks ... can be registered with a prepaid account , or do i have to sign a contract ?
