Can the iPod touch multitask in the 4.0 iOS update?

i was just wondering how it multitasks, cuz on one site it says that now when you double click the home button it brings up the multitask menu but it's still the music menu. and also, on one site it showed that there could be a background picture on the homescreen behind the apps, how can i do that?please help, thanks!!
