"Don't worry; I can wait for you until your 18, or 21, or 25 when you can legally rent a car."

Is this joke taking a stab at how confusing the topic of legal adulthood is in the United States or is it being said to make a joke out of the youngness of the person being spoken to?

By the way, this is being said by a cartoon character who is dating a minor (who is like 16 or 17).
Hey thanks for your answers guys. One other thing I find funny is that that isn't actually a law in the first place. It is just a policy held by some corrupt insurance agencies. In truth, the government isn't allowed to restrict any rights whatsoever to someone who is over 21, as stated in the constitution. Luckily, there are some agencies that don't have this policy, and that will rent to anyone over 21 without discriminatory fees.
 
I think its showing how damn stupid it is that i have to pay 60 extra dollars to rent a car cuz im under 25. Worst law EVER!
