Skyrim? Not in a million years.
The iPad only has a Dual-Core processor in it, an A6-X one at that. The iPad also only has an integrated GPU on it's motherboard, not good for modern games.
A good gaming desktop always as a quad-core or higher CPU in it, as well as preferebaly an Intel CPU, as it's better for gaming. A good gaming desktop also always has a nice GPU in it, or graphics card. Like I said before, the iPad only has an integrated one, which means it's preinstalled on it's motherboard.
EDIT: The best bang for your buck in the market right now is the HP Pavilion g7-2233cl.

It has a quad core CPU with 2.8GHz when it's on Turboboost, which is pretty decent for only a $400 dollar laptop. It also has an AMD Radeon HD 7640g Discrete-Class with up to 3GB graphics card, which is a very good GPU (graphics card), for it's price. One of my friends recently bought this computer because he asked me to find him the best laptop for 400 bucks or less, and this is the best I could find in the market today.
He now has it, and can play games like World of Warcraft on full Ultra with only a -LITTLE- bit of choppiness. If he were to crank down the shadow quality, though, he would be playing that game at full smoothness.
With this laptop, you could also most likely run Battlefield 3 at low/medium setting at perfect frames/smoothness. (Smoothness over quality, right?).
