Carnival Paradise Cruise to Mexico from Long Beach with Chinese passport and B2

visitor visa? Traveler: with Chinese passport expiring in 3 months, I-94 valid until end of February, but expired multiple entry visa (B2).
Cruise date: last week of 2010
1. Is the traveler allowed to board the cruise ship? If yes, then
2. Is the traveler allowed to leave the ship and visit the Mexican port? If yes, then
3. Can the traveler re-enter the US for the port?
I found some information from multiple sources. For example,
a. From Carnival website - Non-U.S. citizens require a valid machine readable passport and a valid, unexpired U.S. Multiple Re-entry Visa, if applicable, to travel on all Carnival cruises.
b. From US Customs & Border Protection - B-1 or B-2 visas: During your visit to the U.S., you may visit Canada or Mexico for up to 30 days and re-enter the U.S. as long as you re-enter within the period noted on the Form I-94 which you received when you first entered.

Does one really need a valid multiple entry visa even if you have a valid I-94? Does the passport need to be valid for at least 6 months at the end of cruise?
