Catholics- any idea why a pope decided to declare this day the birth of Christ?

Interestingly enough, 'Saturnalia'- a sun god's birth date is the exact same day- any link between the 2? Even more so, according to the bible, the sheep had not been called in yet so it wasn't even winter...I'm pretty sure the bible also indicates that Christ's birth was about 6 months after passover- so this means it was in the fall.

Anyone?
