Charter Cable, Motorola SBG901, 58-61% packet loss?

Checking on pingtest.net I get anywhere from 58-61% packet loss. I connected the modem right at where the cable enters the house and still get the same results. Is there a way to determine whether it is the line or the modem? Has anyone had a similar problem with a Motorola modem and were you able to correct it?
Update; I turned off my IP Flood Detection and got rid of my problem. Now I worry about IP Flood detection, is there a happy medium or tweak that will offer me some protection while minimizing my packet loss?

Dont worry about IP Flood protection, its very rare to get a DDoS attack and virtually its impossible to block it.

Thanks for this post. I did several tests on this.

First off, if you are having packet loss with this device, it's because you have "IP Flood Detection" AND "Firewall Protection" checked off under the Firewall menu. I would get 90% packet loss when both were selected, and 0% when either (or none) were selected. This is unrelated to Time Warner or Road Runner, and probably other cable providers.
