compare and contrast essay formula (introduction)? PLEASE HELP?

i am writing an essay on similarities and differences of the hebrews vs. Babylonians but i don't know how to write the intro
( the topic is : babylonians use fear (death penalty) as a punishment where the hebrews use morals and their gods judgement.

Start the essay using an example of a crime that would warrant a punishment and indicate how the Babylonians and the Hebrews would respond.

For example, a child stole a piece of bread in the town market. Babylonians will threaten death as the punishment regardless of the circumstances. But the Hebrews will use morals and Gods law to pass judgement therefore they may be a little more lenient since it would be immoral to kill a child who was simply hungry. Paraphrase in your own words of course. But this will do what an intro is supposed to do - capture the reader's attention while presenting the thesis of the essay.
 
You could open it by describing an issue that requires punishment and then ask the audience which is method would be best, and continue the opening with in the view of the babylonians ..... however the hebrews .....

That's what I would do but every essay is different.
