Creating dvd chapters in sony vegas 9?

2 part question. I am creating a documentary for my band and there is going to about 8 chapters totaling 45 minutes. Should I create each chapter as a separate "project" or is there another way in Sony Vegas 9 Pro to separate chapters within a project.

2nd part, What would you recommend for a good software to design dvd menus and allows me to construct the movie itself?
