DC child services laws question!?

This is a bit long -
A teacher caught me on the phone and asked me why I was on it. She then took the phone from me and I told her why, and she took me to the office where they saw my scars from a beating that morning. I talked about it and Child Services was called and a Social worker came and talked to me about the whole thing. Friends of mine and their parents were trying to take me to their house and one of my friends, who housed kids who are abused said he'd need parents or CPS/etc permission to take me in. I wondered why, since it was obvious I was beat. Later on, he came and I talked to the teachers/etc and they said I needed to get parents permission. They said they could not place me in foster care or in a family friends hands because they considered the cuts on my hands, imprints on my legs and a bite mark on my arm not something that hurt me.

They said there was a law that said I needed to be "injured" to get taken into temporary care. What's this law, and were my scars considered an injury?
