I bought a 2000 HP windows 8 laptop and I'm trying to play blueray movies but I don't know how

No, and its BS. Even with a blu ray drive you can't play blu ray movies natively in Windows 8, you have to download a separate player, and the only reliable ones you have to pay for. WMC, which costs $10, will only play DVD because Microsoft doesn't want to licence the codex or security keys for Blu ray and BD+.

It would depend on whether or not the computer you're using has a Blu-ray disc drive installed. It has nothing to do with Windows.

You have to have a blu ray player and software to be able to play the movies. Last I read they took out the ability to play dvds and blu ray from windows. Might be able to find a player on the internet, not sure. Havent looked into it.
