Does downloading multiple torrent files make the other torrents slower?

Before you go on about comparing it to having 100% dl speed for 1 torrent then 50% each for 2 torrents, I have been using torrents for years and this problem is quite weird for me.

Let's say my max download speed is 150kb/s on torrents. When I download 1 torrent, it reaches 100kb/s. However, when I download another torrent, which reaches 30kb/s, my initial torrent lowers to 30kb/s.

I don't get it. I don't know if the problem lies with the ISP or on my settings in BitTorrent. I also tried changing DNS servers but nothing changed. If anyone would help me out, I'd really appreciate it.
 
I would suggest that you focus on 1 torrent to download 1 by one. to have the maxed dl speed. It can be also on the settings of your bit torrent client

Your peer upload speed also varies. not all have fixed Ul speed. that makes your DL slow
