Depends on who your carrier is and what plan you have.
I can call anyone with the same carrier and it uses no minutes. I can also call in the evening and on weekends and use no minutes. And my carrier also has a plan (many do) where I have unlimited calling to anyone in the US on any carrier at any time of the day (I don't have that plan because of the cost and how much I use my phone doesn't justify that cost).
The towers aren't always owned by the providers, so the companies like Verizon pay money to use towers in an area, so that's why it might have cost money. Whether or not you end up paying these fees, or having them passed on to you depends on the plan.
