Does my cpu run 100% in the background when its not being used? I learned this in

class...? I just learned in class that our cpu's are always running 100% in the background, like if an application isnt using the processor it just runs in a loop, I tried to clear this up with the teacher but he couldn't explain it to me. So why does my CPU heat up when playing games, or doing other tasks? Shouldn't it always be the same temp if its always running something in the background? if anyone knows how this works, please help me understand...
