Green things in red bell pepper?!?

I was eating a red bell pepper and then i saw these weird swirly girl things close to the top of it? what were they?!
 
If they weren't slimy at all it's just part of the stem that grew down and in...

if they were slimy and had like brown film on them, then its a rotting pepper.
 
It sounds like just part of the pepper. Red peppers start out green, as you probably know, & some of it remains green inside. It's perfectly edible.
