It's definitely not MANDATORY, but it is SUGGESTED. Dust can build up over time and cause the PS3 to overheat if it doesn't have proper airflow. The suggested vacuuming of the vents allows any loose dust to be pulled out so it doesn't build up causing possible overheating.
