Honda Civic 1997 (Sterio and lighter) not working?

My car has pioneer deck which works fine but my car speakers doesn't work at all , i have checked the wiring its fine. the only problem is previous owner took away the amplifier and subwoofer by cutting the wires . But the wiring to the speakers is intact.And car lighter doesn't work either . Please help. Appreciate it.
 
Sounds like when he cut the wires, they were not re-attached to the factory harness. I use to use the power wire off of my cig lighter to be the remote turn on to some of my amps too. recheck all the wires
