Honda failed emissions because of HC and CO at cruise speed?

my car failed the emissions and I'm trying to find out if there's any way I can fix it without having to spend too much money on a mechanic. The printout said failed HC and CO tests at cruise speeds, but passed at idle. Everything else was fine. Also a note that the engine was just swapped in the other day, so it could be that it needs more time to break in but I need to pass emissions asap as my car is needed for work.

The numbers are: HC limit at cruise, 150. Mine was 192. CO% limit at cruise, 1.1%. Mine was 2.53. During idle it passed very comfortably.

Also the car is an accord, with a prelude engine.
the accord is a 1990, but the engine is a '97

the slightly high HC is due to the very rich air/fuel condition(High CO). its probably pumping out black smoke and terrible gas mileage.
carberation or fuel injection problem

if you just got new engine then its got somthin to do with your vents and cooling system casue it should go out but instead it goes in so contact whoever installed ur engine
