There should be a volume setting either on your tv or your ps3. You need to change this setting. My friend had the same issue and we messed around with the sound settings on the tv and the ps3 and managed to fix the issue. You may also want to check your audio connections on the back and make sure that the left(white) is plugged into the left(white) and the same for the red cable. Unless you're using HDMI or optical.

This problem is common to MANY discs, NOT just blu-ray.

The problem comes from the way it was made, with action very loud, and the way the system processes the files for playback.
The SAME problem ALSO occurs in movies seen AT THE THEATER!!

I have never been able to figure out WHY cars need to roar so loud you can't hear people talk, etc.

It also involves the way the human ear and brain processes different volume sounds. (After a loud sound, it is hard to hear a soft sound temporarily.)

Depends on where the sound is coming from.If tv try looking at the settings some tv's have a level for this or if it's a 5.1 sound system speech come from the center speaker only just adjust the level for that.and on the ps3 take off all noise reductions off
