How do I clean up outdated temporary Windows and Internet file clutter?

go to start, run, type in %temp%, and delete everything in there. Also if you want to make your pc run faster download tune up utilities 2009 (very good program), its very easy to find a regkey just look one up in youtube. Also if your pc takes 2 long to start up go to start, run, msconfig, startup, disable all ( you disable all because most programs even the ones that you dont open start up on their own and just steal processing power even though they are not required to be turned on at that given time, don't worry ur pc won't diseable anything that is absolutly necessary) click apply then close, restart, when u restart check the box on the pop up that comes up when windows restarts up again and press enter, go back to start, run, msconfig, startup and check on all the programs that you want to start when your pc starts up then click apply then close, and restart and check the box on the popup and press ok. Also if you want ur pc to run faster go to start, all programs, accessories, system tools, disk cleanup, select main drive press ok, and follw the simple steps. By the way those tips are for XP I don't know if they work or not in vista but it does't hurt to try.
 
This is an issue of Internet security and maintenance that I want to talk about. I want to clean up outdated and unnecessary temporary files from Windows and the Internet but I don't know how. I mean, I want anything to stop any useless file clutter from building up my PC and thus causing me to run more virus scans. There should be something around the computer besides an anti-virus or other software to clean things up. And it has to be very effective and free to download/use.

PS: I already have Norton 360, but I still need to clean up outdated temporary Windows and Internet file clutter within this or something else. I can still clean up file clutter someplace else while still using Norton, right?
